HISTORIA
La
implantación de la Barrera Sanitaria de los Ríos Colorado y Barrancas se basan
en los Decretos del P.E.N. Nº
8977/63 y 4343/66, treinta y siete y treinta y cuatro años respectivamente. A
esto se suma otros dos Decretos, el Nº 2939/69 y 2899/770, que vienen a
fortalecer la idea y el proyecto de una Barrera Fitosanitaria en la Región.
Estos dos últimos decretos que tienen ver con la lucha contra la Fiebre Aftosa en la república, fueron usados de apoyatura para la concreción en la Secretaria de Agricultura Ganadería y Pesca de la Nación, comandada por Felipe Sola para la Resolución Nº 717/ 92.
Dicha resolución aprueba un programa fitosanitario para luego transformarse en Barrera Patagónica ENTRE GALLOS Y MEDIANOCHE. No fueron consultados los productores de nuestra región tampoco los del Valle Medio y la misma suerte corrieron los del Alto Valle.
Ni lerdos ni perezosos un grupo de técnicos fundan un organismo privado para que sea este la unidad ejecutora del proyecto, ese mismo año nace la Fundación Barrera Patagónica FUNBAPA.
Teniendo el “VISTO BUENO” como fundación, se apoyan en el Decreto Presidencial de Mayo de 1975 Nº 1297, donde quedan delimitadas las diferentes zonas que deben estar bajo control de plagas en los frutos, ese mismo decreto regula el transporte de especies vegetales. Por aquellos años se establece el primer tratamiento cuarentenario y el primer listado de especies hospederas de plagas.
En aquella época algunos dirigentes con una visión clara de esta realidad que se avecinaba, se opusieron a que el funcionamiento operativo lo realizara una fundación, ello implicaba el cobro de un canon para el mantenimiento y la investigación. Aquellos visionarios tomaban en cuenta otras situaciones parecidas en España y Francia, donde el estado es el proveedor de la seguridad fitosanitaria y además es el contralor.
Esto ocurrió al comienzo de la barrera, el Servicio de Nacional de Sanidad Animal (SENASA) tuvo a su cargo las barreras en la región, no cobraban, pero EL PROYECTO dio sus frutos, que no estuvieron controlados y el funcionamiento operativo por alguna razón de mucho peso paso a manos de la FUNBAPA.
Allí comienzan los primeros reclamos por parte de los productores los turistas y todo aquel que cruza por esta o cualquier zona del Rió Colorado hacia el sur argentino, contradiciendo a la constitución nacional que sostiene, “no deberá pagar peaje alguno para transitar el territorio de la nación”, pero allí están.
En el año 1993 cuando la FUNDACION se hace cargo, se establece que sobre los Ríos Barrancas y Colorado y POR PEDIDO de los gobiernos de la provincia de La Pampa y Buenos Aires se incorpore a la región protegida las áreas productivas o potenciales de los Distritos de Villarino en Bs. As. Y las Secciones XXIV y XXV del Dpto. Puelén, como así también el Dpto. de Caleu-Caleu de la Pcia. De La Pampa. En aquel momento se establecen tres nuevos puestos de recaudación, perdón de control, en el Km 714 Ruta Nac. 3 Bs. As. , Villarino, en la intersección de las Rutas 22 y 154 en la localidad de La Adela y Km 152 de la Ruta Nac. 151 ambas de La Pampa.
Hasta el momento no sabían que había que controlar, estaría en estudio, porque recién en Octubre de 1994, un año después se incorporan los primeros controles fitosanitarios en la Barrera Zoofitosanitaria Patagónica. En Enero de 1996 y como resultado de la acción conjunta del Senasa, los gobiernos de las provincias patagónicas y LOS PRODUCTORES, comienzan con un Programa Regional de Control y Erradicación de MOSCAS DE LOS FRUTOS, el objetivo se decía por aquellos días era el reconocimiento internacional de AREA LIBRE PARA TODA LA PATAGONIA ARGENTINA, paradójicamente.
El objetivo DE LA FUNADACION, en cinco años había que erradicar a las ahora famosa larvas, desconocida por todos nosotros, CERATITIS CAPITATA. Una criatura de 8 o 9 mm, de un color ocre claro con forma de riñón que tiene dos papilas pequeñas y otras características de manejo técnico.
En la campaña 1996/97, se tiene por primera ves un monitoreo completo del programa y realizan las primeras pruebas de compatibilidad y competitividad de la mosca estéril, habían transcurrido cuatro años, ahora sabíamos a quien teníamos que atacar y como. Como es lógico hubo que esperar un año mas para la aplicación de la Técnica del Insecto Estéril plan que se llevo a cabo en 14 localidades del Alto Valle entre los Ríos Negro y Neuquen, con un resultado estimado por la misma fundación de un 99,5% de disminución de la plaga. Hubo que esperar otro año para que en la campaña 98/99 el rendimiento bajo un poco, 89% de disminución de la plaga en la Patagonia norte, como para que sea más creíble.
En Febrero de 1999 el SENASA en manos de un hombre de Sola, y mediante Resolución 194/99 declara AREA LIBRE DE MOSCA DE LOS FRUTOS y DE IMPORTANCIA ECONOMICA A LA ZONA DE LOS VALLES ANDINOS PATAGONICOS, siendo esta la primera del país, nos había COSTADO un poco, pero se llego al objetivo. En Agosto de ese mismo año el Servicio Agrícola Ganadero de Chile, reconoce formalmente dicho estatus sanitario, no les quedaba otra, comparten miles de kilómetros con Argentina, no sea cosa que la Ceratitis sobrevuele la cordillera y recaiga en Las Condes.
La función continua, perdón la FUNDACION continua trabajando con la Técnica del Insecto Estéril en una treintena de localidades y mantiene una red de monitoreo perfeccionando el componente de protección cuarentenario. Ahora informan que se tomaran unos dos años mas para la total erradicación de la plaga en la Patagonia, con lo cual los técnicos creen que recién allí PODRÍAN comenzar a obtener algunos beneficios esperados para la Región Patagónica.
Esto no termina aquí, como están en los albores de la CERATITIS CAPITATA, y con los resultados obtenidos según un informe del FUNBAPA que es textual: “Luego de tres campañas de control, se ha logrado disminuir la población original de la Mosca del Mediterráneo en un 91,65%, pasando de 213.801 moscas capturadas en la campaña 96/97 a solo 17.860 en la de 99/00 en toda la Patagonia Norte”. Querido lector yo tampoco se como lo hicieron, PERO LAS CONTARON.
PAIS LIBRE?
A pesar que nuestro país es reconocido como País Libre de Aftosa y que Practica la Vacunación??. Un Decreto del Poder Ejecutivo Nacional Nº 363/00, declara a la Argentina País Libre de Fiebre Aftosa sin Practica de Vacunación, dejando sin efecto la barrera creada por Resolución de SAGPyA Nº 506/97, se establece de igual manera una barrera delimitando a estas dos regiones con diferentes status sanitario, lo que significa que todo continua allí, transformándose los puestos de Control de los Ríos Barrancas y Colorado en puestos ZOOFITOSANITARIOS, llevándose el control documental de animales y productos de origen animal que ingresan o egresan de la región.
En estos Puestos de Recaudación, se dispone de una importante infraestructura y equipamiento con recursos humanos necesarios para actuar ante una emergencia sanitaria, entraron animales a la zona de Mayor Buratovich, este año que crearon dudas sobre su situación de sanitaria.

Como el proyecto Mosca de la Fruta NO DA PARA MAS , HAY UNO NUEVO, en realidad lo están aguantando desde 1996, para reemplazar a la Ceratitis, se llama CYDIA POMONELLA, mas conocida como CARPOCAPSA.
El nombre científico de la carpocapsa es internacional y se la conoce en todos los idiomas de igual manera esta pertenece al orden de los Lepidópteros, Familia de los Tortrícidos. La nueva estrella Barreril es una mariposa que tiene hábitos crepusculares y se desarrolla de acuerdo a las condiciones ambientales. Pasa el invierno en estado de larva encapullada, la vida de la carpocapsa consta de cuatro estadios, huevo, larva, pupa y adulto (mariposa) esto se cumple entre 49 y 54 días aproximadamente.
Y a decir verdad esta MUY BIEN ELEGIDA .Es resistente a los agroquímicos lo que les llevara mucho mas años combatirla, hay casos probados en nuestra región de la inmunidad a los insecticidas, para ello se ha creado el PROGRAMA DE LUCHA CONTRA LA CARPOCAPSA REGION PATAGONICA, quien lo promociona? Adivino.... la vida continua.
Pero la Fundación no se ha quedado con las manos vacías y ha creado el LABORATORIO PATAGONICO DE DIAGNOSTICO AGROALIMENTARIO en Junio de 1999, antes funcionaba como Laboratorio Regional de Sanidad Animal, ahora se encuentra en el edificio que Fun.Ba.Pa. construyo especialmente en el Predio de la Sociedad Rural de Viedma.
Allí se cuenta con un modernísimo equipamiento tecnológico y un GRAN grupo de profesionales. Tienen tres áreas, Sanidad Animal, Análisis Microbiológicos y Análisis Químicos, dice un boletín que el material que se procesa proviene principalmente de las localidades de Viedma, San Antonio Oeste, Valcheta, Guardia Mitre, Ingeniero Jacobacci, General Conesa y de ciudades del Alto Valle del Rió Negro y Carmen de Patagones en Bs. As..
El personal del laboratorio esta compuesto por dos médicos veterinarios, una licenciada en química, un bacteriólogo clínico e industrial y dos técnicas de laboratorio.
Como ejemplo en el Boletín 1, dicen que tienen un convenio firmado con el Área de Análisis Químicos con el Departamento de Aguas de Río Negro para el análisis de efluentes industriales, por este convenio el DPA, cede un Espectrofotómetro de Absorción Atómica corriendo la Fun.Ba.Pa con los gastos de instalación y el procesamiento de las muestras, dale que va total recaudamos bien en Bs. As..

Estos proyectos tienen bien marcados los caminos a seguir e indudablemente el que lo invento es un genio. Con el control de los productos se obtiene la información necesaria para manejar el mercado, quien sino la Fun.Ba.Pa posee los datos de lo que se vende, como se vende en que estado se vende y a quien. Que se va a producir , en que escala y cantidad, esta información tiene un valor incalculable en el mercado nacional e internacional, encima se habla que el Banco Nación a destinado unos tres millones de pesos para el Proyecto Carpocapsa, el préstamo estaría avalado por el Estado Rionegrino y la Fun.Ba.Pa, con esta plata se le entregara al productor los agroquímicos y este retribuye el servicio con productos frescos, excelente negocio, mejor que poner plata al 30%.
Toda comercialización se genera a partir de la base de datos que posee la Fun.Ba.Pa, en su Boletín Nº 11 con el Titulo de Estadísticas dicen que los egresos de manzanas y peras, principales rubros productivos de la región, bajaron un 32% en los primeros 8 meses del año con respecto del año anterior: 894.372 toneladas contra 1.311.381 ton. En el caso de las manzanas los egresos son notorios durante Enero Agosto de 2000 se enviaron 471.341 toneladas mientras que en Enero –Agosto de 1999 egresaron 872.212 ton.,lo que representa dice la nota una disminución del 46%, la merma se debe principalmente a los menores envíos a Industrias(-56%) y Exportación (-44%).
Esto es una muestra de la capacidad de información que poseen, y llama la atención que la preocupación del FUNBAPA es Río Negro y su producción, cuando en realidad las barreras están en el Rió Colorado y Barrancas en las provincias de Bs. As. , La Pampa y Neuquen desde donde reciben los mayores aportes económicos con los peajes. La pregunta del millón? Por que no se pusieron a lo largo del Rió Negro?.
SANITARY BARRIER

Alberto Ledesma esta casado y tiene tres hijos y vive en el Barrio Santa
Cayetano de Médanos, nos cuenta que su primera incursión en la Barrera fue por
el año 1998 cuando realizo el examen para ingresar como
inspector.
LEDESMA.-
Después de dos días de un curso intensivo en la Municipalidad de Villarino nos
vendieron las fotocopias del Manual de Procedimiento de 120 hojas,
para que lo estudiemos. El curso estaba basado en responder con propiedad
sobre las reglamentaciones zoofitosanitarias
y los procedimientos para tal fin. Nuestra preparación consistía en
defender el sentido de la barrera y
hacer cumplir las normas.
En el manual dice entre
otras cosas que sé nos proveería elementos e indumentaria
para el trabajo, allí reza: “Fun.Ba.Pa le proveerá a Ud., de
Mascaras, Filtros, Guantes, Chalecos Reflectivos, Capas para Lluvia, Botas para
Agua, Mamelucos para Fumigar, Camperas de Abrigo, Buzos, Remeras, Bombachas de
Campo, Zapatos de Seguridad, Zapatillas, Gorra, Sello, Identificación, etc.”
Por aquella época Ledesma es llamado después de tres meses a trabajar, como
simultáneamente había conseguido otro trabajo fuera de Villarino, no lo
acepta.
El 28 de Junio de 2000,
es convocado nuevamente y esta ves accede, comenzando a trabajar el 1 de Julio
de 2000.
LEDESMA.- Mi sorpresa
fue que al ingresar tuve que comprarme la Bombacha de Campo y después de 15 días
me entregaron una campera y un buzo usados. El régimen había cambiado, trabajábamos
todos los días, no había francos, solo me pertenecía después de 50 días
trabajados. No se pagaba horas extras y ni que hablar de los feriados. En
realidad me quede por que necesitaba el trabajo. Lo que me llamaba poderosamente
la atención era el terror que el personal tenia por el Dr. Eduardo Merayo,
Director de Fun.Ba.Pa, que no es de Villarino pero que solía pasar
por la barrera. Entonces pregunte a los mas viejos que ocurría. La cosa
era así: “ este señor pasaba y hacia
preguntas a cualquiera de los empleados, si estos no respondían
satisfactoriamente los sentenciaba no renovándole su contrato. En ese momento
conocí la soberbia personificada de este señor, ya que para él solo somos un
numero.
Mi
primer conflicto se genera al realizar mal unas planillas y desde la
administración quieren descontar $40 por dos “actas de indisciplina”, indisciplina
entre paréntesis, por que en realidad era un acto fallido de administración.
Reclamo por el descuento y le digo que voy a averiguar si realmente correspondía
meterme la mano en el bolsillo. Esto genero que se descubriera que no estábamos
encuadrados dentro de ningún gremio por lo que acudí a la CGT. El Secretario
General Daniel Gómez se preocupa por descifrar en que gremio deberíamos estar,
resultando UTEDIC, ( Unión de Trabajadores, Entidades Deportivas e
Instituciones Civiles. Me puse en contacto con el Secretario General Sr.
López quien se intereso en el tema y solicito la inspección a la Secretaria
del Trabajo. La Inspección se lleva a cabo el 27 de noviembre de 2000 a las
13,30 horas a quienes acompañe. La Secretaria de Trabajo realiza la inspección
y le solicita a la Fun.Ba.Pa que en él termino de cinco días debería
presentar toda la documentación del

Ledesma dice
que le descontaron para la obra social pero que no figura en los padrones
del IPROS además de estar cortada dicha obra social. Cuenta además que la

obligatoria por ser un trabajo
insalubre se corta a mediados de
Agosto, luego siguieron con la
yerba el azúcar el té y los mamelucos de fumigación. En los días de baja
temperatura y dado el sector donde se encuentra la barrera en pleno campo, es
muy necesario todo tipo de soporte ya sea alimentario o de abrigos, tampoco se
cuenta con las comodidades dentro del sector casilla.

que el barrerista trabaja presionado por los directivos y por la gente que no

VUELVE A VACUNAR CONTRA LA AFTOSA, POR AHORA, EN LAS FRONTERAS

Agroalimentaria
anunció el denominado “Plan de Contingencia” que entre otras medidas supone
la vacunación de animales en la lucha contra la aftosa determinadas regiones
fronterizas. Esta política tiene el propósito de tranquizar tanto a los
productores como a los mercados internacionales sobre la calidad de la carne
argentina. Los funcionarios del Senasa también indicaron que los ejes de este
plan serán presentados ante las autoridades sanitarias de los países limítrofes
(Uruguay, Paraguay, Chile y Brasil), y las de Canadá y Estados Unidos.
En el marco de las medidas anunciadas por el organismo, se destacan estrategias
como : la identificación individual del ganado; vacunación en determinadas
zonas de fronteras; la disposición de una región vigilancia en la que se
seguirá con el relevamiento serológico de la totalidad de los establecimientos
y el control del ganado y el tránsito de los animales.
El objetivo central de esta campaña de prevención es frenar el avance hacia la
Argentina de esta enfermedad, cuya presencia en el país podría traer como
consecuencia la pérdida del status de "país libre de fiebre aftosa sin
vacunación" que fue otorgado en mayo último por la Organización
Internacional de Epizootias (OIE). A su vez, a partir de esa probable situación,
se podría producir el cierre de mercados importantes para las carnes frescas,
como Canadá y Estados Unidos.
